Video surveillance and biometric data processing in Serbia?

Research on equipment procurement

Radio Free Europe's research deals with the analysis of the procurement mechanism of public video surveillance systems in certain cities and municipalities throughout Serbia.
Based on the Law on Free Access to Information of Public Importance, journalists have collected documentation on public procurement of video surveillance equipment, which was carried out in 10 cities and municipalities.

The analysis of the documentation led to the conclusion that equipment with the ability of facial recognitionis being purchased among other things.

In the legal system of the Republic of Serbia there is no legal basis, nor is the need and purpose of using a video surveillance system with the possibility of processing biometric data unequivocally established. 

The research points out that the purchase and installation of such equipment for the safety of citizens is questionable from the point of view of protecting the rights and freedoms of citizens, especially the right to privacy and protection of personal data, and that they open up certain opportunities for abuse of the aforementioned systems.
